The film consists of four short stories filmed in Belarus between 1997 and 1999 narrated by authors and subjects of the film: peasants, journalists, politicians. Fear is a study of contemporary Belarus as a socioeconomic anomaly in the center of Europe, portraying the technology of fear that maintains the system and the people who have overcome it.
